These amendments add 1 icense conditions incorporating the Surry Fire Protection Program and approving implementation of certain modifications for increased fire protection..

The second paragraph of Section 3.1, Modifications of the Fire Protection Safety Evaluation Report (SER) indicates that the NRC staff will require additional infonnation in the form of design details, test results, or acceptance criteria to assure that the design is acceptable prior to actual irnpl ementation~

Your 1 etter stated that you did not agree with this paragraph because design detail approval prior to implementation is not required since design criteria as documented in the SER was established after extensive correspondence and meetings between VEPCO and the NRC.

You stated, also, that you ~ill submit a monthly status report of all modifications and design descriptions of the modifications as they are developed.

You are required by License Amendment Nos. 54 and 53 to provide information prior to implementation of the modifications.

You do not have to wait for NRC approval prior to implementation which is at your risk. However, if we find that additional information is required, we will request and expect to receive it. Within 20 days you should provide the dates by which design descriptions wil 1 be provided for each of the modificatfons so designated by an asterisk in Section 3.1 of the SER *
