I enclose for your information a copy of a letter and attached petition dated April 18, 1979 from Mr. James Dougherty in behalf of four citizen's groups; Potomac Alliance, Citizens Energy Forum, Inc., the Virginia Sunshine Alliance, arid Truth in Power, Inc., requesting among other things that the Commission stop the activities in progress, conduct a hearing, and prepare an Environmental Impact Statement on the proposed r~placement of steam generators at VEPCO's Surry Nuclear Power Station. This request was considered by the Staff to be made under 10 CFR §2.206 of the Commission's regulations.
