IMPOSITION OF CIVIL PENALTIES - $15,000 By EN-79-08, dated August 13, 1979, the Commission was notified of the intent of IE to issue a Notice of Proposed Imposition of Civil Penalties in the amount of Fifteen Thousand Dollars ($15,000) to Virginia Electric and Power Company.

The proposed penalties were based on five alleged items of noncompliance which involved the exposure of an employee to a whole body dose of approximately 10 rems during an entry into the i ncore instrument room.

The Nati ce was issued on August 15, 1979, and a* news -release to that effect was made on August 15, 1979.

The licensee responded to the-Notice of Proposed Imposition of Civil Penalties in a letter dated September 4,.1979.

After_consideration of the licensee's response the IE staff concluded that the items of noncompliance did occur and that no adequate re~ions were given by the licensee as to why the penalties for the items of noncompliance should not be imposed as-proposed in.the Notice.

Accordingly, an Order Imposing Civil PenaTties in the* amount of Fifteen Thousand Dollars ($15,000) has been issued today.. The licensee and the State of Virginia ar_e being informed by telephone.

Since this matter has been*the subject of an NRC news release, no additional release is planned.

The bffice of Public Affairs will respond to inquiries as received.

Under the terms of the Order, the licensee may, within twenty days of the receipt cf the Order, pay the civil penalties or request a hearing.
