Dear Mr. Padgett:
By letter (LES-17-00138) dated December 13, 2017, (Agencywide Documents Access and Management System [ADAMS] Accession Number ML17352A426), Louisiana Energy Services, LLC, doing business as URENCO USA (UUSA), requested that the U.S. Nuclear Regulatory Commission (NRC) approve the decommissioning and disassembly of the UUSAs Centrifuge Assembly Building (CAB) Hot Acceptance Testing (HAT) network with the deletion of the corresponding License Condition 10(I).
The NRC Staff, in coordination with subject matter experts from the U.S. Department of Energy Oak Ridge Site Office has completed the review of your submittal. Based on the results of this review, and the confirmed suspension of the CAB HAT network during a site visit on November 14 and 15, 2017, the NRC approves the decommissioning and disassembly of the CAB HAT network, as discussed in LAR 17-05, with the stipulation that all network hardware and associated media shall be maintained and stored as classified until properly declassified and dispositioned. In order to de-authorize this network, an onsite verification of proper disassembly is required. UUSA shall provide notification to NRC, when the disassembly verification can be performed. The final release of this stipulation has been tentatively scheduled for review in November, 2018. Any changes to this stipulation must be notified to the NRC for additional review and approval.
This letter approves LAR 17-05 and License Condition 10(l) is amended to reflect this approval.
The letter transmitted contains Official Use Only Security-Related Information. When separated from Enclosures 1 and 2, this letter is decontrolled.
