OF APRIL 24, 2018, MEETING WITH FLORIDA POWER & LIGHT COMPANY REGARDING A PLANNED LICENSE AMENDMENT REQUEST FOR TURKEY POINT NUCLEAR GENERATING UNIT NOS. 3 AND 4 (EPID L-2018-LRM-0026)

On April 24, 2018, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Florida Power & Light Company (the licensee) via teleconference. The purpose of the meeting was to discuss a planned license amendment request for Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point), which would revise the Technical Specification (TS) Safety Limit 2.1.1.b to reflect the peak centerline melt temperature specified in WCAP-17642-NP-A, Revision 1, "Westinghouse Performance Analysis and Design Model (PAD5)" (Agencywide Documents Access and Management System (ADAMS) Accession No. ML17338A396). The meeting notice and agenda, dated April 9, 2018, are available at ADAMS Accession No. ML18099A160. The licensee provided a separate agenda prior to the meeting, which is available at ADAMS Accession No. ML18109A052. A list of attendees is provided as an enclosure to this summary. No regulatory decisions were made at this meeting.

The licensee presentation described its planned license amendment request to modify TS Safety Limit 2.1.1.b, which currently states that "[t]he peak fuel centerline temperature shall be maintained < 5080°F, decreasing by 58°F per 10,000 MWD/MTU [megawatt-days/metric ton of uranium] of burnup." The proposed change would revise the temperature limit slope of 58°F per 10,000 MWD/MTU to 9°F per 10,000 MWD/MTU. The licensee stated that the purpose of the change is to facilitate the implementation of the PAD5 methodology at Turkey Point. The licensee's plan to adopt PAD5 at Turkey Point was submitted by letter dated March 28, 2018 (ADAMS Accession No. ML18086A154), as required by License Condition 3.H of the Turkey Point licenses. The licensee stated that the planned amendment request was developed based on the Westinghouse-developed template and that the basis for the proposed change would be the NRC staff's safety evaluation, which is included in Section A of WCAP-17642-P-A, Revision 1 (the proprietary version of WCAP-17642-NP-A, Revision 1). The licensee stated that the planned change would be performed in conjunction with each Unit's refueling campaign, with full implementation planned for spring 2020 (Unit 3) and fall 2020 (Unit 4).

The NRC staff asked whether the licensee had determined that the proposed TS change would require any re-analyses of design basis accidents or transients, for which the peak centerline temperature limit is either an input or an acceptance criterion. The licensee stated that the scope of and schedule for reanalysis is identified in its March 28, 2018, letter and that all updates would be performed in accordance with the NRC's regulations at Section 50.59 of Title 10 of the Code of Federal Regulations.
