OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON APRIL 26, 2018 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on April 26, 2018. The purpose of the meeting was to discuss issues associated with the safety review of licensing actions for SNCs Vogtle Electric Generating Plant (VEGP) Units 3 and 4.
The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML18082A043. The meeting notice is also posted on the NRC public website. Enclosures 1 and 2 are the meeting agenda and attendance list for the meeting, respectively.

J. Dixon-Herrity Summary of Meeting:
On April 26, 2018, staff from the NRC held a Category 1 public meeting with representatives from SNC to discuss issues associated with the safety review of licensing actions for SNCs VEGP Units 3 and 4. Specifically, the meeting discussed NRC staffs clarification questions related to Supplement 1 of VEGPs LAR-16-030, Ventilation System Changes, and viewed and discussed VEGPs presentation related to a potential future license amendment request (LAR) on Tornado missiles.
On the LAR-16-030R1 clarification questions, the staff walked thru each of the 3 clarifications to the LAR-16-030R1, Supplement 1, dated March 23, 2018 (ADAMS Accession No. ML18082B369). On Clarification Question 1, Part a, regarding the daughter products that are not listed (8) as not modeled in the supplement. SNC stated that they understood the clarification and agreed to provide a new supplement that clarified all of the daughter nucleaides that were considered and how they were dispositioned. On Clarification Question 1, Part b, regarding the source term for the fuel handling area, and airborne activity levels, SNC stated that there are considerable conservatisms in their calculation that are not stated in the Supplement 1. SNC voluntarily agreed to provide in a new supplement, additional information on the conservatisms included in their calculation. On Clarification Question 2, related to VEGP Units 3 and 4 spent fuel pool purification rate, SNC/Westinghouse Electric Company (Westinghouse) provided information on what industry data it used to support its statements on purification flow rate and the method used to validate its dose estimates. SNC voluntarily agreed to provide in a new supplement, additional information on the applied sum of fractions approach and information supporting the validation of the 2.5 mr/hr estimate.
On the LAR-16-030R1, Supplement 1, Clarification Question 3, related to the ventilation exhaust flow paths, SNC clarified the flow paths from the 6 rooms in the VEGP Annex Building.
On the potential future LAR on Tornado Missile Protection, SNC with the assistance of its contractor, Westinghouse, presented the information referenced. SNC and Westinghouse presented the publically available presentation and described its need for, and its justification, for changes specific to its licensing basis for its main steam safety valve tornado design and protection.
Before ending the open portion of the meeting, there was an opportunity for the public to provide comments and ask questions. There were no members of the public in the meeting nor were there any self-identified members of the public on the conference bridge. No comments or questions from members of the public were offered when solicited.
In the closed portion of the meeting, the proprietary details of potential future tornado missile protection LAR for VEGP Units 3 and 4 were discussed.
