Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 Updated Final Safety Analysis Report - Unit 4 Cycle 29 Update and License Renewal 10 CFR 54.37(b) Report Florida Power & Light Company (FPL) has completed the Unit 4 Cycle 29 (4C29) update of the Turkey Point Units 3 and 4 Updated Final Safety Analysis Report (UFSAR) and review of design activities to identify any new systems, structures, and components for potential impact on the license renewal aging management programs. This letter submits both the periodic update of the UFSAR and the results of the license renewal review in accordance with the requirements of 10 CFR 50.71(e) and 10 CFR 54.37(b), respectively.
The enclosed UFSAR chapter files accurately reflect plant changes made since the previous update (Unit 4 Cycle 28). This update incorporates changes for the period covering April 29, 2016 through October 31, 2017. Miscellaneous user comments have also been incorporated. The documents enclosed are identified in the Attachment as public files with redactions in Chapters 2, 3, 4, 6, 8, 9, and 14, and non-public which are to be withheld from public disclosure under 10 CFR 2.390.
The Turkey Point UFSAR is maintained as an electronic living document. Identified changes are posted against applicable chapters and considered incorporated upon approval and implementation.
This UFSAR update is a snapshot of the continually revised UFSAR. Accordingly, FPL identifies periodic UFSAR updates required by 10 CFR 50.71(e) as Unit 4 cycle-specific updates, consistent with the existing UFSAR update commitment linked to completion of each Unit 4 refueling outage (10 CFR 50.71(e)(4) exemption dated July 16, 1998). While revision dates have been incorporated on UFSAR pages, in order to ensure consistency beginning with this update revised pages are annotated in the lower right corner by the date the change was added to the document and a revision issued. The cycle designator (in this update C29) is provided with the revision bar to identify changed portions.
(Certain enclosures transmitted herewith contain SUNSI as identified in the Attachment. When separated from those enclosures, this transmittal document is decontrolled.)
