SUBJECT:
STAFF PROCEDURES FOR REVIEW OF LICENSEE SUBMITIALS UNDER 10.CFR PART 50.59 It.has become apparent that a degree of confusion exists regarding the responsibility of NRR in the review of licensee reports submitted in accordance with 10 CFR Part 50.59. This memo reemphasizes the NRR responsibility in this regard.
The diyision of review responsibility between ONRR and OIE is de-lineated in item 6 of the Enclosure (memo, Rusche and Volgenau to
'Gossick, March.21, 1977), which is a part of the Licensing Project Manager Handbook.
The Operating Reactors Project Manager {0RPM) is
. responsible for overseeing the NRR portion of the review.
OIE may
- request from NRR a detennination of whether specific changes to a facility or to procedures-. constitute either an unrevi ewed safety issue or a change in the technical specifications. The 0RPM has the responsibility of documenting and responding to these requests. If it is detennined that an unreviewed safety issue or a technical*
specification change is involved, the 0RPM is responsible for taking action to assure that the particular technical issue receives the proper NRR staff review and that an SER is written if necessary.
