510 5~280 5~281 DPR-32 DPR-37 We have reviewed your letter of June 20, 1979, in reference to the inspec-tion conducted at Surry Power Station Unit Nos. 1 and 2 on May 22 to 31, 1979, and reported in IE Inspection Report Nos. 5~280/79-24 and 5~281/79-42.

Our response to the specific infraction is attached.

We have determined that no proprietary information is contained in the report.

Accordingly, the Virginia Electric and Power Company has no objection to this inspection report being made a matter of public dis-closure.

NRC CCMMENT As required by Technical Specification 6.4.D, procedures prescribed by Specification 6.4.B.l, Health Physics Procedures, must be followed.

Health Physics Manual Section 1.3.F.5 requires instructions on a Radiation Work Permit be followed.

Standing Radiation Work Permit No. 79-SWP-7, Station Restricted Control Area (RCA), requires individuals notify H.P. prior to working in any Restricted Control Area and specifies protective clothing and equipment precautions to be "as required by H.P. ".

Contrary to the above, on February 20, 1979, a hand hole was cut in a hatch cover in the Fuel Building without prior H.P. notifica-tion and determination of protective equipment requirements.

This is an infraction.

A.

RESPONSE

The violation is correct as stated.

1.

Corrective steps which have been taken and the results achieved:

A service desk manned by qualified Health Physics (HP) personnel was set-up and placed in operation on June 23, 1979.

ihe purpose was to insure that all individuals entering the Restricted Con-trolled Area have the proper dosimetry, knowledge of Radiation Work Permits, can be briefed on potential hazards, etc.

In addition, a change to the Quality Assurance.Manual has been submitted which requires HP to determine if a Radiation "Work Permit is required to accomplish work under our Maintenance Report (MR) program.

As an interim measure, this change has been implemented via a memorandum from the Station Manager.

Corrective steps which will be taken to avoid further non-compliance.

ihe Station Manager has directed the Supervisor, Health Physics, to make a thorough evaluation of Surry's Radiation Work Permit program and make recommendations for improving the program.

ihis evaluation will include contacting other utilities and possibly having the Supervisor, Health Physics, visit other utilities to observe first hand successful Radiation Work Permit programs.

Full compliance will be achieved not later than October 1, 1979.
