REVIEW OF FIVE SHUT-DOWN PLANTS e
This memorandum sets forth the organization that will be used for the review of the five plants that have recently been shutdown due to incorrect seismic analyses of safety-related piping systems.
Figure 1 depicts the organization chart and identifies the NRR and contract personnel who are currently assigned this task.
Each of you is to assure that the people assigned to this effort are free of all other work assignments so that they can devote the time required to complete the reviews.
We expect that this effort will be essentially full time.
Figure 1 also indicates the special task effort that will be used to accomplish this review.
It should be noted that the normal line functions for accomplishing technical aspects of the review remain unchanged.
One exception to this rule will be the technical reviewers assigned to the four project teams, who will continue to receive their technical direction from the EB Branch Chief, DOR.
Code verification will be handled by DSS.
Code verification is an especially important activity_as any problems raised by this effort must be factored into the case review effort. Other separable but related review activities, if needed, may also be handled by DSS or DSE.
The NRR Program Support personnel assigned to these teams will keep the Director's Office informed of the status of this effort and may also be assigned other functions by me such as handling of correspondence from the Commission, Congressional staff, and various other assigned correspondence or testimony related to this activity. They should, however, ensure that the NRR Task Coordinator is fully informed of such activities.

e W. T. Russell, DOR (X28256) has been identified as the overall NRR Task Coordinator for this effort.
To assure that the coordinating function and the implementing of the reviews is performed efficiently, all matters related to this review are to be coordinated with Mr. Russell.
All major line functions and decisions associated with the review of these plants are to be coordinated with Mr. Russell before their implementation.
All arrangements for meetings and communications with the licensees will be made by the DOR Project Manager (the respective team 1 eaders).
For the purpose of manpower reporting, the following TACs numbers will be used.
The majority of the DSS effort is generic and should be charged to TAC No. 11546.
The majority of the DOR effort is plant specific and should be charged to the individual plant TACs.
