CLINTON POWER STATION, UNIT NO. 1 -CORRECTION TO FACILITY OPERATING LICENSE
Dear Mr. Hanson:
On March 22, 2018, the U.S. Nuclear Regulatory Commission (NRC) issued Amendment No. 216 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18043A505) to Facility Operating License No. NPF-62 for the Clinton Power Station (CPS), Unit No. 1. The amendment consisted of changes to the technical specifications (TSs) in response to your application dated May 1, 2017 (ADAMS Accession No. ML17121A517), as supplemented by letters dated November 15, and December 20, 2017 (ADAMS Accession Nos. ML17319A297 and ML17354A180, respectively). The amendment replaced existing TS requirements related to "operations with a potential for draining the reactor vessel" with new requirements on reactor pressure vessel water inventory control to protect Safety Limit 2.1.1.3.
The changes are based on Technical Specification Task Force (TSTF) Traveler TSTF-542, Revision 2, "Reactor Pressure Vessel Water Inventory Control."
Your staff recently notified the NRC of a discrepancy regarding the Applicability of TS 3.6.1.3, "Primary Containment Isolation Valves (PCIVs)" on TS page 3.6-9. On April 3, 2002, the NRC staff issued Amendment No. 147 (ADAMS Accession No. ML020930136), which altered the operability requirements for primary and secondary containment systems, and the standby gas treatment system during the movement of irradiated fuel and during CORE ALTERATIONS.
Specifically, on TS page 3.6-9, "During CORE ALTERATIONS" was deleted from the TS Applicability statement and "recently" was added in front of "irradiated" in the statement "During movement of irradiated fuel assemblies in the primary or secondary containment."
On September 17, 2003, the NRC staff issued Amendment No. 158 (ADAMS Accession No. ML032680621 ). Amendment No. 158 identified the conditions under which the inclined fuel transfer system blind flange may be removed when primary containment integrity is required (i.e., during Modes 1, 2, and 3) and restricts this configuration to no more than 40 days per operating cycle. Specifically, Amendment No. 158 modified the Notes under the Actions for TS 3.6.1.3; however, the changes approved by Amendment No. 158 inadvertently reverted the TS Applicability to the language prior to the issuance of Amendment No. 147. Therefore, during the recent issuance of Amendment No. 261, the changes from Amendment No. 14 7 were not incorporated on TS page 3.6-9.
The NRC staff notes that this error does affect Section 3.5.5, pages 33 and 34, of the associated safety evaluation (SE) for Amendment No. 261. Section 3.5.5 discusses a variation of the residual heat removal (RHR) shutdown cooling (SDC) system isolation valves where CORE AL TERA TIONS and irradiated fuel assemblies are identified as part of the Applicability.
The safety evaluation should be corrected as follows to reflect the changes made in Amendment No. 147:
As described in Section 2.2.5.5 of this SE, the current applicability for CPS TS LCO [limiting condition for operation] 3.6.1.3 differs slightly from the STS
[Standard Technical Specification] in that it specifically identifies the RHR SDC suction from the reactor vessel isolation valves during MODES 4 and 5, during the movement of recently irradiated fuel assemblies in the primary or secondary containment, and during OPDRVs [operation with a potential for draining the reactor vessel].
This administrative error did not impact the findings or conclusion in Amendment No. 261 because the evaluation for Amendment No. 261 did not rely on CORE ALTERATIONS or "recently irradiated fuel assemblies."
Please find an updated TS page 3.6-9 with the changes made for Amendment No. 261 and with the corrected Applicability to reflect Amendment No. 147. We apologize for any inconvenience that this may have caused.
