May 14, 2018 Mr. Mano Nazar President and Chief Nuclear Officer Nuclear Division Florida Power & Light Company Mail Stop: EX/JB 700 Universe Blvd.
Juno Beach, FL 33408
SUBJECT:
NOTICE OF INTENT TO PREPARE AN ENVIRONMENTAL IMPACT STATEMENT AND CONDUCT SCOPING PROCESS FOR TURKEY POINT NUCLEAR PLANT UNITS 3 AND 4
Dear Mr. Nazar:
By letter dated January 30, 2018, as supplemented by letters dated February 9, 2018; February 16, 2018; March 1, 2018; and April 10, 2018; the U.S. Nuclear Regulatory Commission (NRC) received the Florida Power & Light (FPL) application for subsequent license renewal of the operating licenses for Turkey Point Nuclear Plant Units 3 and 4 (PTN). In support of the application and in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Part 51 and Part 54, FPL also submitted an environmental report for PTN. This letter provides information related to the NRC staff's environmental review of the application.
The NRC staff has prepared a Federal Register Notice (FRN) advising the public that the NRC intends to gather information necessary to prepare a plant-specific supplement to the NRCs Generic Environmental Impact Statement for License Renewal of Nuclear Plants (NUREG-1437), related to the review of the application for the subsequent license renewal of the PTN operating licenses. Enclosed is a copy of the FRN, which has been forwarded to the Office of the Federal Register for publication.
Pursuant to 10 CFR 51.28, FPL is invited to participate in the environmental scoping process.
As discussed in the enclosed notice, the NRC staff is providing the public with the opportunity to participate in two environmental scoping meetings to be held on May 31, 2018. The meetings will be held at the City of Homestead City Hall, 100 Civic Court, Homestead, FL 33030. The meetings will be held from 1:00 p.m. to 3:00 p.m. and from 5:00 p.m. to 7:00 p.m., as necessary.
There will also be a registration period and open house one hour before each meeting for members of the public to sign in to speak. The NRC will present an overview of the environmental review process and will describe how the process will be implemented for the review of the PTN subsequent license renewal application.
If you have any questions on this matter, please contact Mr. William Burton at 301-415-6332 or by e-mail at william.burton@nrc.gov.
Sincerely,
/RA Kevin Folk for/
