COLUMBIA GENERATING STATION-CORRECTION OF AMENDMENT NO. 248 RE: QUALITY RECLASSIFICATION OF COMPONENTS IN THE REACTOR WATER CLEANUP SYSTEM (CAC NO. MF8318; EPID L-2016-LLA-0008)

Dear Mr. Sawatzke:

By letter dated April 17, 2018, the U.S Nuclear Regulatory Commission (NRC) issued Amendment No. 248 {Agencywide Documents Access and Management System (ADAMS)

Accession No. ML18075A351) to Renewed Facility Operating License (RFOL) No. NPF-21 for the Columbia Generating Station. The amendment consists of changes to the Final Safety Analysis Report in response to your application dated August 30, 2016 (ADAMS Accession No. ML16245A273), as supplemented by letter dated November 20, 2017 (ADAMS Accession No. ML17325B664 ).

Amendment No. 248 is effective as of April 17, 2018, and is to be implemented in 120 days from the date of the issuance of the license amendment. In the application dated August 30, 2016, the licensee requested an implementation period of 120 days from the date of issuance of the license amendment. However, in the supplemental letter dated November 20, 2017, the licensee requested a new implementation period that ends upon restart from Refueling Outage 24 (spring 2019) that will allow testing of Reactor Water Cleanup System valves. It was identified by your staff to the NRC staff that page 2 of the amendment authorization letter for RFOL No. NPF-21, dated April 17, 2018, stated an incorrect implementation period of 120 days.

The NRC staff concludes that the error was inadvertently introduced during the preparation of the license amendment. To correct the error, a revised copy of page 2 of the amendment authorization letter for RFOL NPF-21 is enclosed. Please replace page 2 of the amendment authorization letter for RFOL NPF-21 that was issued by the letter dated April 17, 2018, with the enclosed page.

The Notice of Issuance has been corrected to reflect the corrected implementation period and will be included in the Commission's biweekly Federal Register notice.

These administrative errors do not affect the NRC staff's overall conclusions associated with the approval of Amendment No. 248. The changes are within the scope of the application as originally noticed in the Federal Register on December 6, 2016 (81 FR 87968).

Accordingly, by Amendment No. 248, Renewed Facility Operating License No. NPF-21 is hereby amended to authorize revision to the Columbia Generating Station Final Safety Analysis Report as set forth in the licensee's application dated August 30, 2016, as supplemented by letter dated November 20, 2017, and evaluated in the NRC staffs evaluation enclosed with this amendment.

The license amendment is effective as of its date of issuance and shall be implemented from the date of issuance until restart after Refueling Outage 24 (spring 2019).
