APPROVAL FOR INCORPORATION OF WRB-2 CORRELATION INTO LICENSING BASIS, SALEM NUCLEAR GENERATING STATION, UNIT NOS. 1 AND 2 (TAC NOS. MA 1 ~68 AND MA 1969)
Dear Mr. Keiser:
In a letter dated May 18, 1996, the Public Service Electric and Gas Company (PSE&G) requested approval from the U.S. Nuclear Regulatory Commission (NRC) staff to incorporate the Westinghouse WRB-2 correlation into the licensing basis for the Salem Nuclear Generating Station, Unit Nos. 1 and 2. The WRB-2 correlation is a critical heat flux (CHF) correlation that is dependent on the fuel design features incorporated with the reload batch and is required for fuels with intermediate flow mixing (IFM) grids. The currently licensed CHF correlation used for thermal-hydraulic analysis at PSE&G is WRB-1, which is not applicable.to fuel with IFM grids.
Since PSE&G planned to load fuel with IFM grids during the next refueling outage for each Salem unit, NRC approval was requested prior to the Sale.m Unit 2 fuel fabrication scheduled for September 1998.
The NRC staff has completed its review of the PSE&G submittal and finds the use of the WRB-2 correlation to be acceptable for Salem licensing applications. The details of the NRC staffs review are included in the enclosed safety evaluation.
