IMPROVED STANDARD TECHNICAL SPECIFICATION GUIDANCE FOR HOPE CREEK GENERATING STATION AND SALEM NUCLEAR GENERATING STATION, UNITS 1 AND2
Dear Mr. Keiser:
Public Service Electric and Gas Company (PSE&G) letter LR-N980263, dated June 12, 1998, informed the NRC of PSE&G's intention to use the guidance of the Improved Standard Technical Specifi~tions (ISTS) Bases sections for the Salem and Hope Creek Generating Stations. The letter stated that PSE&G will use the guidance of the ISTS to provide clarity to the existing Technical Specifications (TS) where the existing TS are unclear.
While the NRC staff uses the ISTS (among other sources) to interpret plant-specific TS, the licensee as well as the staff needs to: (1) ensure that plant-specific TS are not contradicted by their Bases, and (2) recognize that plant-specific TS may differ from ISTS and the ISTS Bases may not be appropriate.
