REQUEST FOR ADDITIONAL INFORMATION REGARDING RESPONSE TO GENERIC LETTER (GL) 96-06 FOR SALEM NUCLEAR GENERATING STATION, UNITS I AND 2 (TAC NOS. M96860 AND M96861)

Dear Mr. Eliason:

  • The NRC staff has reviewed your January 28, 1997, submittal regarding GL 96-06, "Assurance of Equipment Operability and Containment Integrity During Design Basis-Accident Conditions." Your submittal addresses the issues of water hammer, two-phase flow and thermally-induced pressurization of piping runs penetrating the containment for Salem Units I and 2. A preliminary review of the issues of water hammer and two-phase flow was performed during the staff review of your request to amend the Salem, Units I and 2, Technical Specification requirements relating to the Containment Fan Coil Unit response time.

In the January 28, !997, response, you indicated that a list of pipe lines penetrating the containment and susceptible to thermally-induced pressurization was compiled.

You further indicated that the pipe lines that are susceptible to thermally-induced pressurization would be resolved prior to the restart of each affected unit through one of the following approaches:

Document piping system operability against the appropriate Code requirements; Analytically demonstrate that the isolation valve will act as a controlled leakage point; Where practible, affected sections of piping will be drained by procedure during system alignment; or Install relief valves.

In order to complete the review of your response to the generic letter, the staff needs additional information regarding your evaluation of these pipe lines. The staff requests that you provide a list of the pipe lines penetrating containment that are susceptible to thermally-induced pressurization. For each susceptible pipe line, please identify which of the above listed approaches was selected in the resolution of the issue. Also, 9710010298 970919 POR ADOCK 05000272 P
