CLARIFICATION OF LICENSING BASIS FOR CONTROL AREA AIR CONDITIONING SYSTEM, SALEM NUCLEAR GENERATING STATION, UNITS 1 AND 2 (TAC NOS. M95691 AND M95692)

Dear Mr. Eliason:

Your June 10, 1996, application for Amendment Nos. 190 and 173, which were issued on February 6, 1997, stated that the control room doses could be maintained within the limits of General Design Criterion 19 provided that operator action is taken to manually position a failed damper.

By letter dated June 30, 1997, you indicated that this statement is inaccurate since you have not prepared a separate dose assessment, which models a damper failure mitigated by operator action.

You further stated that this scenario goes

  • beyond the NRC-approved licensing and design basis.

We have reviewed your June 30, 1997, letter and agree that a separate dose assessment modeling a damper failure mitigated by operator action is not required and goes beyond the NRC-approved licensing and design basis.

We appreciate your letter clarifying the statement made in your June 10, 1996, application for amendment.
