COMBINED INSPECTION REPORT NOS. 50-272/97-02 AND 50-311/97-02
Dear Mr. Eliason:
On February 7, 1997, the NRC completed a safety inspection of your Salem 1 and 2
nuclear facility. The enclosed report presents the results of that inspection.
During the period covered by this inspection, your conduct of activities at the Salem
facilities was generally characterized by sound engineering practices. We continued to
observe improvements in the quality of documents prepared by Design Engineering and
noticeable progress was made in the resolution of NRC restart items, although the review
of some documents was still ongoing. In contrast, we continued to identify areas where
engineering analyses were less than comprehensive and clarifications were necess~ry.
Our review of the restart issues addressed by the enclosed report also identified two
violations of NRC requirements. The two violations, one with two examples, pertained to
inadequate test control and inadequate* corrective action .. While these violations can be
attributed partly to past inadequacies, a review of the circumstances that led to the
violations shows the need for increased attention to detail and a more proactive resolution
of identified deficiencies.
The above violations are cited 'in the enclosed Notice of Violation,. and the circumstances.
surrounding the violations are described in detail in the enclosed report. Please note that
you are required to res.pond to this letter and should follow the instructions specified in the
enclosed Notice when preparing your response. The NRC will use your response, in part,
to determine whether further enforcement action is necessary to ensure compliance with
regulatory requirements.
