NRC INSPECTION REPORT 50-311 /96-21 AND NOTICE OF VIOLATION
Dear Mr. Eliason:*
On January 20, 1997, the NRC completed an inspection at your Salem 2 reactor facility.
The enclosed report presents the results of that inspection. The results of the inspection
were discussed with members of your staff at an exit meeting conducted
January 24, 1997.
This inspection was the second in a series of inspections of the Integrated Test Program
for the startup of Salem Unit 2. Overall, the inspection generally found that the scope and
depth of the Integrated Test Program proposed for the startup of Salem Unit 2 will verify
that the plant operates in conformance with its design.
During the inspection, certain of your activities were not conducted in accordance with
requirements. Specifically, post-modification tests developed to verify the correct
operation of the modified Control Room Area Air Conditioning System did not meet the
requirements for developing post-modification test procedures.
This violation is cited in the enclosed Notice of Violation, and the circumstances
surrounding the violation are described in detail in the enclosed report. Please note that
you are required to respond to this letter and should follow the instructions specified in the
enclosed Notice when preparing your response. The NRC will use your response, in part,
to determine whether further enforcement action is necessary to ensure compli~nce with
regulatory requirements.
