EVALUATION OF INSERVICE TESTING PROGRAM RELIEF REQUESTS FOR SALEM NUCLEAR GENERATING STATION, UNITS 1 AND 2 (TAC NOS. M97480 AND M97481)
Dear Mr. Eliason:
By letter dated December 26, 1996, Public Service Electric and Gas Company (PSE&G) licensee for the Salem Nuclear Generating Station, Units *l and 2, submitted a proposed revision to the Salem Inservice Testing.(IST) Program containing proposed relief requests V-24 and V-25.
The relief ~equests seek relief from the requirements of Section XI of the American SoGiety of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code) to exercise certain check valves at least every 3 months.
The NRC staff has evaluated the information provided by PSE&G in support of

their relief requests.
As discussed in our enclosed safety evaluation, the NRC staff has concluded that requiring PSE&G to exercise the subject check valves is impractical and burdensome and would result in a hardship without a compensating increase in quality and safety. Therefore, interim relief of valve relief requests V-24 and V-25 is granted pursuant to 10 CFR 50.55a(a)(3)(ii) from the quarterly exercising requirements of Section XI of the ASME Code as requested, pending completion of the NRC staff's detailed evaluation of PSE&G's exercising methodology.
PSE&G shall amend the Salem IST Program to identify the leak testing of the subject valves during each cold shutdown as a verification of valve closure and document a cold-shutdown justification for this function as an editorial revision to this relief request. This interim relief is granted until the next refueling outage at which time this interim relief ~xpires.
