SUBJECT:

PROPOSED CHANGES TO TECHNICAL SPECIFICATIONS, SALEM NUCLEAR GENERATING STATION, UNITS 1 AND 2 In your letter dated December 12, 1996, you have provided a list of Technical Specification (TS) changes that are needed, but, in your opinion, do not impact restart and subsequent operation of either Salem, Unit 1, or Salem, Unit 2.

The first group, identified as Category 1, is comprised of seven future amendment requests which are needed to provide consistency with the design bases.

In all these cases, you have administrative controls in place to assure the design bases are satisfied, and have proposed a schedule for submittal of the amendment request.

The second group, Category 2, is composed of future amendment requests.that are needed to correct editorial inconsistencies, including incorr~ct references within the TSs and typographical errors.

For these Category 2 Technical Specifications, no administrative controls are required since the inconsistencies do not impact the ability to comply with the TS provisions.

You provided a schedule for submitting a single TS change request for this group.

We agree with you that none of these issues impact restart or subsequent operation of either Salem unit.

However, considering the time periods during which the inconsistencies have existed, it is important to meet the schedules for submitting the TS change requests noted in your letter.
