APPROVAL OF CIMARRON ENVIRONMENTAL RESPONSE TRUST PROPOSED 2018 BUDGET, REVISION 1 FOR THE CIMARRON FACILITY IN CRESCENT, OKLAHOMA

Dear Mr. Halliburton:

The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed the Cimarron Environmental Response Trust (CERT) Proposed 2018 Budget, Revision 1 that was submitted by letter dated March 21, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18096B505). The Proposed 2018 Budget, Revision 1 was developed through the NRC and Oklahoma Department of Environmental Quality (ODEQ) staff review and comment on the Proposed 2018 Budget, dated December 22, 2017 (ADAMS Accession No. ML17361A300) and the Cost Breakdown dated February 7, 2018 (ADAMS Accession No. ML18066A116).

The Proposed Budget, Revision 1 provides for the advance of all 60 percent design drawings to the 90 percent level upon submission of the revised decommissioning plan to the NRC and ODEQ, thus allowing the vendors who will be preparing the 90 percent design to substantially complete the work in 2018. This will avoid delays in design of the groundwater remediation and treatment facilities. In addition to the estimates in Task 3 for 2018 Federal Agency Fees, this budget also provides for payment of previously unclaimed fees.

Based on the NRCs review, the staff approves the CERT Proposed 2018 Budget Revision 1 dated March 21, 2018, for $8,708,821.00. Please submit this as a Final Budget for CY2018.

In accordance with Title 10 of the Code of Federal Regulations Part 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRCs ADAMS. ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html.
