SUBJECT: COMBINED INSPECTION REPORT NOS. 50-272/96-16 AND 50-311 /96-16
Dear Mr. Eliason:
On November 15, 1996, the NRC completed a safety inspection of your Salem 1 and 2
nuclear facility. The enclosed report presents the results of that inspection.
During the period covered by this inspection, your conduct of activities at the Salem
facilities was generally characterized by sound engineering practices. Your walkdown
efforts contributed significantly to baselining the as-built configuration of the plant. We
further observed that you made significant progress in upgrading and improving
engineering programs and processes. Root cause analyses were being effectively
performed and a process to ensure proper identification and resolution of emerging
technical issues had been successfully implemented.
One concern was identified regarding timely resolution of NRC restart action plan issues.
For instance, package P-2, Configuration Control, was retracted by the Management
Review Committee because not all issues had been addressed and package T-12, Fuse
Control, could not be closed because an issue identified previously by the NRC had not
been resolved. We will continue to leave restart action plan items open until all relevant
issues have been addressed.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter
and its enclosures will be placed in the NRC Public Document Room.
