By letter LR-N96321, dated October 24, 1996, Public Service Electric & Gas Company (PSE&G) submitted a request to amend Technical Specification (TS) 3/4.7.1.2 pertaining to the testing of Salem Generating Station's turbine driven Auxiliary Feedwater (TDAFW) pump. This letter provides a supplement to that request_

The previously submitted request proposed a revision to the AFW surveillance requirement to exclude the provisions of Specification 4.0.4 for the eighteen month TDAFW pump testing requirement. PSE&G proposed that the pump start surveillance be performed within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> after secondary side pressure is greater than 680 psig. This will enable the plant to enter into operational Mode 3 to perform the required pump test, which can only be performed in the higher modes, when appropriate plant conditions exist.

The TDAFW pump test performed to satisfy surveillance requirement 4.7.1.2.c.2 is also used to satisfy, in part, the requirements of Specification 4.3.2.1.3 pertaining to the Engineering Safety Features (ESF) response time testing. For consistency with the changes proposed previously to Specification 4.7.1.2.c.2, PSE&G is hereby proposing to add the same statement excluding Specification 4.0.4 to the requirements of Specification 4_3.2.1.3. Marked up TS pages for Salem Units 1 and 2 affected by the proposed changes of this supplement are attached.

DEC 2 31996 Document Control Desk 2 LR-N96422 The revision to the ESF surveillance requirements proposed by this supplement are considered editorial for consistency with the change request submitted previously. PSE&G has reviewed the previously submitted evaluation in accordance with the three standards set forth in 10CFR50.92 and has concluded that no change is necessary as a result of the revised pages and the conclusion of no significant hazards consideration remains valid.
