F~DERAL EMERGENCY MANAGEMENT AGENCY (FEMA) FINAL REPORT OF THE MAY 29, 1996, FULL-PARTICIPATION EXERCISE AT SALEM/HOPE CREEK

Dear Mr. Eliason:

Enclosed is a letter from Ms. Lynn G. Canton, Regional Director for FEMA Region II, dated September 27, 1996, transmitting the final exercise report for the May 29, 1996, full-participation exercise at the Salem/Hope Creek Nuclear Generating Station.

There were no deficiencies identified during the exercise, and FEMA has concluded that off-site emergency preparedness is adequate to protect the health and safety of the public.

However, five Areas Requiring Corrective Action (ARCAs) we.re identified. We request that your staff assist the appropriate off-site officials, where possible, to resolve the identified ARCAs prior to the next full-participation exercise, if this has not already been done.

Dear Mr. Miller:

SEP 21 1996 Enclosed is a copy of the final exercise report 'for the May 29, 1996, full-participation Plume Exposure Pathway joint exercise of the offsite radiological emergency response plans specific to the Salem/Hope Creek Nuclear Power Station.

The State of New Jersey, as well as Salem and Cumberland Counties of New Jersey participated in this exercise.

The final exercise report was prepared _by the Federal Emergency Management Agency (FEMA) Region II staff. A copy of this report will be forwarded to the State of New Jersey by FEMA Region II.

There were no Deficiencies and five Areas Requiring Corrective Action identified during the May 29, 1996, exercise.

FEMA Region II staff will monitor the status of corrective actions.

Based on the results of the May 29, 1996, exercise it has been determined that the offsite radiological emergency response plans for the State of New Jersey, and the affected local jurisdictions, specific to the Salem/Hope Creek Nuclear Power Station Site, can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.
