SUBJECT:

COMBINED SALEM EXAMINATION REPORT NOS. 50-272/96-09 (OL) AND

50-311 /96-09 (OL)

Dear Mr. Eliason:

From July 8-12, 1996, the NRC administered examinations to six employees of your

company who had applied for licenses to operate the Salem Nuclear Generating Station,

Units 1 and 2. The examination was conducted in accordance with Revision 7 of NUREG-

1021, "Operator Licensing Examiner Standards." At the conclusion of the examination,

generic findings and observations that evolved as a result of the examination were

discussed with Messrs. J. Zerbo and C. Bakken and other members of your staff identified

in the enclosed report.

Based on the results of the examinations, all six of the senior reactor operator (SRO)

candidates, which included five SRO instant and one SRO upgrade, passed the

examination. The licenses for the SRO instant candidates were not issued, however,

because the five plant reactivity manipulations required by 10 CFR 55.31 (a)(5) had not yet

  • een accomplished due to the Salem units being in an extended shutdown condition. Upon
