REVISED SCHEDULE FOR IMPLEMENTATION OF PLANT IMPROVEMENTS GENERIC LETTER 88-20 SUPPLEMENT 4 INDIVIDUAL PLANT EXAMINATION OF EXTERNAL EVENTS (IPEEE) FOR SEVERE ACCIDENT VULNERABILITIES SALEM GENERATING STATION UNITS NOS. 1 AND 2 FACILITY OPERATING LICENSE NOS. DPR-70 AND DPR-75 DOCKET NOS. 50-272 AND 50-311 Public Service Electric and Gas Company (PSE&G) submitted the Individual Plant Examination of External Events (IPEEE) for Severe Accident Vulnerabilities for Salem Generating Station Units 1 and 2 by letter dated January 29, 1996.

As a result of the IPEEE, PSE&G elected to make procedural changes to ensure long term alternate ventilation for rooms in the Auxiliary Building and to improve the control of transient combustibles in the Turbine Building.

These improvements were credited in the seismic and internal fire analyses and were scheduled for implementation by July 1, 1996.

Since the original schedule for implementation of plant improvements was submitted, PSE&G has revised the Salem restart schedule.

The restart of Salem Unit 1, originally scheduled for the second quarter of 1996, was deferred and consequently certain activities, including evaluation of the mitigation strategies, were also delayed.

Salem Unit 2 is now scheduled to be restarted before Salem Unit 1.

The procedures for improved control of transient combustibles have been implemented.

Implementation of procedure changes for long term alternate ventilation for rooms in the Auxiliary Building has been delayed and will be completed before restart of Salem Unit 2.

  • JUL 1 6 1996 The procedure change for long term alternate ventilation is a plant improvement selected for implementation based on the IPEEE.

The change will enhance the operators' ability to mitigate unlikely but risk significant sequences that could occur under full power operating conditions.

The calculations in support of the procedure change have been completed and the procedure will be implemented prior to Salem Unit 2 restart.
