Dear Mr. Eliason:
Letter dated January 11, 1996, from Mr. Louis F. Storz to U.S. Nuclear Regulatory Commission transmitting Request for License Amendment Letter dated May 22, 1996, from Mr. J. A. Benjamin to U.S.
Nuclear.Regulatory Commission transmitting Request for Approval of Changes to the Quality Assurance Program 1n reference (1), the Public Service Electric & Gas (PSE&G) Company submitted a request for changes to Salem, Unit Nos. 1 and 2, and the Hope Creek Technical Specifications.
In reference (2), PSE&G submitted the associated changes to the facility quality assurance programs per 10 CFR 50.54(a).
The submittal consisted of the following changes:
{l) incorporation of the Independent Safety Engineering Group functions into the QA Department, and (2) replacement of the Offsite Safety Review organization with a standing committee to fulfill the offsite independent review requirements. This request involves a reduction in commitment; Specifically, the commitments were made to NUREG 0737, Clarification of TMI Action Plan Requirements. and ANSI Nl8.7-1976, Administrative Controls and Quality Assurance of the Operational Phase of Nuclear Power Plants.
This letter is an acknowledgement of our receipt of the 10 CFR 50.54(a) submittal. Although you requested our review to be completed by June 30, 1996, any approval of Quality Assurance Program changes cannot be issued unless the Technical Specification Amendment is approved first.
You will receive the results of our review of your Quality Assurance changes after the Technical Specification Amendment review is completed.
Since the changes involve a Technical Specification Amendment, the review may take greater than -
