SPENT FUEL SURVEY COMMITMENTS FOR SALEM NUCLEAR GENERATING

STATION, UNITS 1 AND 2 (TAC NO. M94480)

Dear Mr. Eliason:

On March 28 and 2Q, 1996, I visited Salem Nuclear Generating Station, Units 1

and 2.

The Senior Resident Inspector, Mr. Charles Marschall, and I conducted

a survey of the spent fuel practices and spent fuel pool (SFP) cooling system

design and current licensing basis for Salem, Units 1 and 2.

The results of

our survey were published in Inspection Report 50-272/96-05, 50-311/96-05,

dated April 22, 1996.

The survey identified four discrepancies which you have committed to resolve.

Specifically, you have committed to (1) updating the current licensing basis

to state that a full core offload is the routine practice during refueling

outages, (2) providing an analysis of the SFP structures and associated

systems to consider SFP water temperatures above 180 °F, (3) developing a

procedure for using the cross connect between the heat exchangers to support

the one unit with the SFP excess heat load, and (4) putting in place

procedural controls that assure that the SFP heat load is maintained below the

analyzed value.

Accordingly, I am requesting that you provide a letter within 30 days of

receipt of this letter that confirms these commitments and indicates the

projected completion dates for each of these actions. These commitments will

then be tracked by the regional office until completion.
