SALEM RESTART PLAN

Dear Mr. Tosch:

Thank you for your letter, dated January 26, 1996, in which you submitted your questions concerning Public Service Electric and Gas's (PSE&G) Restart Plan.

Also, I understand that the meeting held in your office on January 19, 1996, was beneficial for the NRC to explain in more detail our process and to gain insight into your questions and concerns.

The NRC Salem Assessment Panel (SAP) met on January 31, 1996 and concluded that our restart inspection checklist has captured the major elements of your concerns.

We are revising our inspection checklist to require NRC inspections of the PSE&G commitment tracking program, their industry experience review program, and maintenance of the Updated Final Safety Analysis Report.

In formulating our Restart Action Plan, the SAP reviewed the requirements of NRC Manual Chapter 0350 to develop the Salem specific checklist. The items contained in the NRC Manual Chapter 0350 generic checklist that do not appear on our Salem site specific checklist were deemed by the SAP to not be applicable based on a comparison of site performance against our established criteria.

Regarding your comments on the PSE&G Restart Plan, we agree that their plan does not adequately address the performance concerns in the Emergency-Preparedness (EP) area, and lacks refined performance indicators in many areas.

PSE&G has stated that they intend to submit an updated restart plan that contains a detailed corrective action plan for the EP conc~:ns.

Additionally, we understand that performance indicators are being enhanced to more effectively measure performance throughout their organization.

We will monitor the effectiveness and use of these indicators during our upcoming inspection activities. A copy of your January 26, 1996 letter to me will be forwarded to Salem for their consideration, and I would encourage you to

~pursue any clarification of their restart plan directly with PSE&G.

Several of your comments involved the integration of the many design changes and corrective actions to prevent adverse interactions. This concern is addressed by the NRC required defense-in-depth elements of the design change, corrective action, 10 CFR 50.59, safety committee oversight, and test programs.

The NRC will independently verify adequate corrective actions through a horizontal and vertical sample of the performance in each of these programs.
