ASME CODE CASE N-523, HOPE CREEK GENERATING STATION AND SALEM GENERATING STATION, UNITS 1 AND 2 (TAC NOS. M93831, M93832 AND M93833)
Dear Mr. Eliason:
By letter dated October 10, 1995, Public Service Electric and Gas Company (PSE&G) requested approval for use of ASME Code Case N-523, "Mechanical Clamping Devices for Class 2 and 3 Piping".
We note in your letter that Code Case N-523 would be used to provide temporary repairs for moderate energy piping systems 6 inches and smaller and for high energy piping systems 2 inches and smaller. After reviewing the October 10, 1995 letter, we find that we cannot approve the requested use of ASME Code Case N-523 at this time.
The NRC has not, as yet, endorsed ASME Code Case N-523.
Until endorsement of ASME Code Case N-523, we request that you continue to use the guidance contained in Generic Letter (GL) 90-05, "Guidance for Performing Temporary Non-Code Repair of ASME Code Case 1, 2 and 3 Piping" which the NRC issued on June 15, 1990.
If, in the course of performing temporary non-code repairs, PSE&G chooses to use the provisions of ASME Code Case N-523, PSE&G should request specific relief from the ASME Code as described in GL 90-05.
