SUBJECT:
INSPECTION REPORT NOS. 50-272 AND 311/95-08 (REPLY)
This refers to your September 28, 1995, correspondence in response to our
letter, dated June 2, 1995, regarding Salem, Units 1 and 2.
This
correspondence dealt with our concern over the manner in which security
measures were implemented during the development and conduct of the annual
operator examinations in order to prevent examination compromise.
This
concern was identified durihg our evaluation of your licertsed operator
r~qualification program in accordance with NRC Inspection Manual Procedure
71001.
We have reviewed this matter in accordance.with NRC Inspection Manual
Procedure 92901, "Followup - Plant Operations."
We concur with your assessment of the root cause, which essentially involved a
procedure noncompliance issue due to overconfidence* by involved individuals
with respect to the security's form content and intent.
We will further
review the effectiveness of your planned corrective actions taken to prevent
reoccurrence during a future evaluation of your licensed operator
requalification .program.
We appreciate your cooperation.
