Dear Mr. Eliason:

The enclosed report documents an inspection for public health and safety,
conducted by Mr. C. Marschall, Senior Resident Inspector and other members of
the NRC resident and regional staff at the Salem Nuclear Generating Station
for the period between June 23, 1995 and August 12, 1995.
The inspectors
discussed the findings of this inspection with Messrs. C. Warren, General
Manager-Salem operations, and other members of your staff.
Within the scope of this inspection, the inspectors did not identify any
significant safety concerns or violations.
We are encouraged by the recent
performance of your Quality Assurance audit teams and the preliminary results
of the System Restart Readiness Reviews relative to the scope and quality of
your processes to effect improved system reliability and program performance.
Notwithstanding, our assessment of your overall performance will be based on
actual results achieved.
In this inspection period, while restart readiness
processes and quality assurance implementation appears to be well executed,
control of maintenance activities continues to be ineffective. Sustained and
consistent performance in all functional areas of nuclear safety, and
demonstrated lasting corrective measures, are essential in achieving
acceptable long term performance for the Salem units.
No reply to this letter is required.
In accordance with 10 CFR 2.790 of the
NRC's "Rules of Practice," a copy of this letter and its enclosures will be
placed in the NRC Public Document Room.
