RESOLUTION OF FEMA-IDENTIFIED EXERCISE DEFICIENCY AT ARTIFICIAL ISLAND

Dear Mr. Eliason:

Enclosed is a letter dated April 6, 1995 from Mr. Philip Mcintire of the Federal Emergency Management Agency (FEMA}, Region II, to Major James A. Momm of the New Jersey Office of Emergency Management (NJOEM) concerning actions taken by the NJOEM to remediate the deficiency identified by FEMA at the May 24, 1994, exercise at Artificial Island.

The deficiency was assessed at the State Emergency Operations Center for the delay in protective action decision-making following receipt of a protective action recommendation from the licensee.

FEMA concluded that based on revised procedures and training, the exercise deficiency has been satisfactorily remediated.

We appreciate the efforts of your staff working with FEMA and New Jersey officials to resolve this deficiency.

your submission of SOP*901, Guidelines fo:r Protectiv~ Action Decisions. overall, we find that SOP-901, Revision 4, dated March J.99.5, satisfactorily s.ddresses the Deficienoy from the May 24, 1994, Artificial Island R.EJ? Exercise. Specifically, the SOP aJ.lows the chief decision maker at the SEOC to initiate* a protective action decision (?AD) in the ev~nt that its internal sources for protec~ive ac~ion recommendations are untimely.

The training on SOP-901 for decision makers was h.eld. at NJOEM on March 2.3, l9.95.
