SUBJECT:
HOPE CREEK (94-24} AND SALEM (94-26) MOTOR-OPERATED VALVE
INSPECTION
This letter refers to the safety inspection conducted by Mr. L. Prividy and
others from October 17 to November 1, 1994, at the Hope Creek and Salem
Generating Stations. The inspection was focused on issues important to public
health and safety, specifically,- the PSE&G program being implemented in
response to NRC Generic Letter 89-10, "Safety-Related Motor-Operated Valve
(MOV} Testing and Surveillance." The preliminary results of this inspection
were discussed with Mr. J. Ranalli, Nuclear Mechanical Engineering Manager,
and other members of your staff on October 28, 1994. Additional discussion by
telephone occurred between the lead inspector and Mr. Ranalli on
November 1, 1994.
We concluded that satisfactory progress was being made toward completion of
the Hope Creek and Salem MOV program activities in accordance with your
commitments to GL 89-10. All dynamic testing has been completed at Hope
Creek; however, several issues remain open that preclude program closure.
Outstanding items include: (1) completion of your review, demonstrating design
basis capability, for all GL 89-10 MOVs at their current switch settings; and
(2) establishment of an acceptable long-term periodic verification program.
These issues are discussed in more detail in the enclosed report. After you
have completed your actions in response to these items, we request that you
contact us to discuss the most effective manner for accomplishing closure of
the Hope Creek GL 89-10 program .. Similarly, you are requested to contact us
after completing the Unit 2 refueling outage regarding closure of the Salem GL 89-10 programs .
