SALEM RESIDENT INSPECTION NOS. 50-272/94-19; 50-311/94-19
Dear Mr. Eliason:
The enclosed report documents .an inspection for public health and safety,
conducted by Mr. C. Marschall, Senior Resident Inspector, Salem, and other
members of the NRC staff at the Salem Generating Station for the period
between August 7, 1994 and September 17, 1994.
On October 5, 1994, the
inspectors discussed the findings of this inspection with Messrs. J. Hagan and
other members of your staff.
We noted that inspectors raised a concern relative to the Technical
Specification definition of controlled leakage and its application relative to
the Salem units.
In view of the potential for safety significance and the
possible generic implications relative to other Westinghouse plants, and as
was agreed to at the October 15, 1994 meeting, you are requested to reply to
this letter and provide a schedule for resolution of this issue.
In this
report we also note recurring challenges imposed on plant operations by
equipment failures or degraded conditions involving the main feedwater pump
hydraulic control system,* the control air system, and the emergency diesel
generator air start system. While not yet a regulatory issue, we are
concerned with the potential effect on safe operation if such conditions
remain unattended. Accordingly, please consider these matters for increased

management attention or assessment.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice, a copy of
this letter and its enclosures will be placed in the N~C Public Document Room.
The response requested by this letter is not subject to the clearance
procedures of the Office of Management and Budget as required by the Paperwork
_Reduction Att of 1980, Public Law No. 96.511.
