ACCEPTANCE FOR REVIEW OF GLOBAL NUCLEAR FUEL PROPOSED AMENDMENT 46 TO NEDE-24011-P-A-26, GENERAL ELECTRIC STANDARD APPLICATION FOR REACTOR FUEL (GESTAR II) TO PROVIDE CLARITY AND FORMALITY TO THE STANDBY LIQUID CONTROL SYSTEM (SLCS)

SHUTDOWN MARGIN ANALYSIS (EPID L-2018-TOP-0007)

Dear Mr. Head:

By letter dated February 9, 2018 (Agencywide Documents Access and Management System Accession No. ML18040A183), Global Nuclear Fuel (GNF) submitted for U.S. Nuclear Regulatory Commission (NRC) staff review Proposed Amendment 46 to NEDE-24011-P-A-26, General Electric Standard Application for Reactor Fuel (GESTAR II) to Provide Clarity and Formality to the Standby Liquid Control System (SLCS) Shutdown Margin Analysis. The NRC staff has performed an acceptance review of this topical report (TR). We have found that the material presented is sufficient to begin our review. We expect to issue our request for additional information by October 15, 2018, and issue our draft safety evaluation (SE) by April 1, 2019.

This schedule information takes into consideration the NRCs current review priorities and available technical resources and may be subject to change. If modifications to these dates are deemed necessary, we will provide appropriate updates to this information. The NRC staff estimates that the review will require approximately 110 staff hours including project management. The review schedule milestones and estimated review costs were discussed and agreed upon in an email exchange between Mr. James Harrison and the NRC staff on April 10, 2018.

Section 170.21 of Title 10 of the Code of Federal Regulations requires that TRs are subject to fees based on the full cost of the review. You did not request a fee waiver; therefore, NRC staff hours will be billed accordingly.
