Dear Mr. Miltenberger:

SUBJECT:

NRC Combined Inspection Nos. 50-272/94-17; 50-311/94-17; and

50-354/94-16

An unannounced safety inspection of the radiological controls program at your facilities was

conducted by Mr. J. Noggle of this office on June 27 - July 1, 1994, of activities authorized

under NRC License Nos. DPR-70, DPR-75 and NPF-57. The inspection findings were

discussed by Mr. Noggle with Mr. Trejo and other members of your staff on July 1, 1994 at

the conclusion of the inspection.

Areas examined during this inspection are important to health and safety and are discussed in

the enclosed inspection report. These areas included a review of radiation protection

procedures and training programs with respect to the revised 10 CFR Part 20 regulations.

The inspection consisted of selective examinations of procedures and representative records,

interviews with personnel, and observations by the inspector.

Your radiation protection procedures were generally well written, but a few discrepancies

noted by the inspector are described in the enclosed inspection report. Your staff agreed to

review and, as appropriate, revise the procedures. The revised 10 CFR Part 20 requirements

were well integrated into your program. Your radiation protection training program had also

been thoroughly revised and was of good quality.

No safety issues or violations of NRC requirements were identified.
