3.0.S When a system, subsystem, train, component or device ia determined to be inoperable solely because its emergency power source ia inoperable, or aolely becau*e it* normal power source is inoperable, it may be conaidered OPERABLE for the purpose of satisfying the requirements of its applicable limiting condition for Operation, provided: (1) its corresponding normal or emergency power source is OPERABLE; and (2) all of ita redundant system(&),
subsystem( a), train(s), component(&) and device( a). are.OPERABLE, or likewise aatiafy the requirements of this specification.
Unlesa both conditions (1) and (2) are *atiafied within 2 houra, action ahall be initiated to place the unit in a MODE in which the applicable Limiting Condition for Operation does not*apply, by placing it, as applicable, in:
- 1.
At leaat HOT STANDBY within the next 6 hour*,
- 2.
At least HOT SHUTDOWN within the following 6 houra, and
- 3.
At least COLD SHUTDOWN within the aubsequent 24 houra.

In other words, both emergency power sources must be OPERABLE and all redundant systems, subsystems, trains, components and devices in both divisions must also be OPERABLE.
If these conditions are not satisfied, action is required in accordance with this specification.
In MODES S or 6 Specification 3.0.5 is not applicable, and thus the individual ACTION statements for each applicable Limiting Condition for Operation in XNS ~RT these MODES must be adhered to.

,Specifications 4.0.1 through 4.0.S establish the general requirements applicable to Surveillance Requirements.
These requirements are based on the Surveillance Requirements stated in the Code of Federal Regulations, 10 CFR S0.36(c)(3):
"Surveillance requirements are requirements relating to test, calibration, or inapection to ensure that the necessary quality of systems and component* is maintained, that facili:y operation will be within safety limita, and that the limiting conditions of operation will be met."
Specification 4.0.1 establishes the requirement that surveillances must be performed during the OPERATIONAL MODES or other conditions for which the requirement* of the Limiting Condition* for Operation apply unless otherwise stated in an individual Surveillance Requirement.
Thu purpo** of this apecif ication i* to enaur* that lilurveillance* are performed to verify the operational statu* of *y*tems and component* and that parameter* are within apecif ied limits to ensure safe operation of the facility when the plant is in a MODE or other specified cc~dition for which the associated Limiting Condition* for Operation are applicable.
Surveillance Requirements do not have to be performed when the facility is in an OPERATIONAL MODE for which the requirement* of th* a*uociatad Limiting Condition for Operation do not apply unle** otherwi** *pecif ied.
The Surveillance Requirement* a**ociated with a Special Test Exception are only applicable when the Special Test Exception is used as an allowable exception to the requirements of a specification.
4.0.2 Specification 4.0.2 establish&* th* limit for which the specified time interval for Surveillance Requirement* may be extended.
It permits an allowable *xten*ion of the normal surveillance interval to facilitate surveillance *cheduling and consideration of plant operating conditions that may not be *uitabl* for conducting the *urveillance; e.g., tran*i*nt condition* or other ongoing surveillance or maintenance activiti*** It also provides flexibility to accommodate th* length of a fuel cycle for aurveillancea that are performed at each refueling outage and are specified with an 18 month aurveillanc* interval. It i* not intended that this prcvi*ion ba used repeatedly as a ccnvenienc* tc extend *urveillance intarvala bayond that *pecif ied for surveillances that are not performed during refueling outagea.
