SUBJECT: COMBINED INSPECTION REPORT NOS. 50-354/94-10, 50-272/94-12, AND
50-311/94-12
This letter refers to the announced inspection by Mr. R. J. Paolino of this office from
April 4-8, 1994, at the Hope Creek Nuclear Generating Station and from April 18-22, 199~,
at the Salem Nuclear Generating Station in Hancocks Bridge, New Jersey. The inspection
included a review of activities authorized for Hope Creek and Salem Units 1 and 2. At the
conclusion of the inspection, the findings were discussed with those members of your staff
identified in the enclosed report.
The fire protection program is important to public health and safety because it prevents fires
from adversely affecting safety-related equipment and ensures that, in the event of a fire,
adequate safety-related equipment is available to achieve and maintain safe shutdown
conditions. This inspection determined whether activities authorized by the licenses were
conducted safely and in accordance with NRC requirements. Within these areas, the
inspection consisted of selected examinations of procedures and records, interviews with
personnel, and observations by the inspector.
The areas examined during this inspection focused on a review of the overall adequacy and
implementation of the Hope Creek fire protection program and the adequacy of Salem's
response to previously identified unresolved Appendix R issues. The inspector reviewed the
Hope Creek administrative controls governing combustibles, fire risk maintenance
evaluations, and fire control capabilities, including fire detection and suppression systems.

Based on the inspector's review and evaluation of the Hope Creek Station's overall
requirements and the inspection findings, the inspector concluded that the Hope Creek fire
protection/prevention program was good. Salem's resolution for three unresolved
Appendix R issues was acceptable. These items were closed.
No written response to this letter is required. Your cooperation with us in this matter is
appreciated.
