Dear Mr. Miltenberger:

SUBJECT:

  • SALEM AND HOPE CREEK RESIDENT INSPECTION NOS. 50-272/94-06;

50-311/94-06; 50-354/94~04.

.

The enclosed report documents an inspection for public health and safety conducted by Mr.

C. Marschall, Senior Resident Inspector, and other members of the NRC staff at the Salem

and Hope Creek Nuclear Generating Stations for the period between February 20, 1994 and

March 26, 1994. The inspectors discussed the findings of this inspection with Messrs. J.

Hagan and R. Hovey of your staff.

Based on the results of the inspection, it appears that some of your activities were not

conducted in full c:ompliance with NRC requirements, including one cited violation as set

forth in the Notice of Violation. In accordance with 10 CFR 2.790 of the NRC's "Rules of

Practice," a copy of this letter and its enclosures will be placed in the NRC Public Document

Room. The responses directed by this letter and the enclosed Notice are not subject to the

clearance procedures of the Office of Management and Budget as required by the Paperwork

Reduction Act of 1980, Public Law No. 96.511.

In addition, the inspectors noted one non-cited violation concerning elevated oxygen levels in

the waste gas decay tank at Salem Unit 1. The details of this issue are described within the

enclosed report.

This letter also acknowledges receipt of your March 10, 1994 response to a Salem violation

cited in NRC Inspection Report 50-272 and 311/93-27. Those corrective actions will be

reviewed in a future inspection of your program.

Your cooperation with us is appreciated.
