SUBJECT:

SAFETY EVALUATION OF THE INSERVICE TESTING PROGRAM RELIEF REQUESTS FOR PUMPS AND VALVES, SALEM NUCLEAR GENERATING STATION, UNITS 1 AND 2 (TAC NOS. M88144 AND M88145)

The NRC staff has completed their review of the information concerning the inservice testing (IST) program that was submitted by Public Service Electric and Gas Company (PSE&G) in a letter dated October 12, 1993.

The information submitted by PSE&G was in response to the NRC Safety Evaluation issued on October 9, 1992, which contained a number of anomalies and requests for revised relief requests.

The results of the staff review is contained in the enclosed safety evaluation.

The relief requests apply to the second ten-year interval which began on June 30, 1987, for both Salem 1 and 2.

The program was developed to the requirements of the 1983 Edition, with Summer 1983 Addenda, of the ASME Boiler and Pressure Vessel Code,Section XI.

The staff has c9ncluded that PSE&G has taken appropriate actions to address the anomalies identified in the NRC Safety Evaluation issued on October 9, 1992, and that the revised relief requests provide reasonable assurance of the operational readiness of the pumps and valves to perform their safety-related functions.

Pursuant to 10 CFR 50.55a(a)(3)(i) and (a)(3)(ii), the staff has determined that the proposed alternatives are authorized because (1) the alternative provides an acceptable level of quality and safety or (2) compliance with the Code will result in a hardship or unusual difficulty without a compensating increase in the level of quality and safety.
