SUBJECT: INSPECTION REPORT NOS. 50-272/94-04, 50-311/94-04, AND 50-354/94-02
This refers to the routine announced inspection conducted by Mr. Leonard Cheung and other
NRC inspectors on February 14-18, 1994, at the Salem and Hope Creek Nuclear Generating
Stations in Hancocks Bridge, New Jersey. At the conclusion of the inspection, the findings
were discussed with those members of your staff identified in the enclosed report.
This inspection focused on the review of the Salem and Hope Creek environmental
qualification (EQ) programs and updated the status of two NRC unresolved items regarding
cable separation and the environmental qualification of certain safety-related valve position
switches. The environmental qualification program is important to public health and safety
because it helps to ensure that certain equipment is available to mitigate the consequences of
an accident. Within these areas, the inspection consisted of selected examinations of relevant
procedures, representative records and audits, interviews with personnel, and observations by
the inspectors.
The inspectors concluded that: 1) the EQ master lists were appropriately maintained; 2) the
quality assurance (QA) audits of the EQ program were comprehensive; and 3) the responses
to the QA audit findings were generally thorough and timely. However, the team noted that
the resolution of one QA audit finding regarding the equipment qualification of the power
range nuclear instrumentation system had not been resolved and may warrant additional
management attention to ensure timely resolution of this issue.
In accordance with 10 CFR 2. 790 of the NRC's "Rules of Practice," a copy of this letter and
its enclosures will be placed in the NRC Public Document Room.
