IMPROVEMENTS IN PORV AND BLOCK VALVE RELIABILITY, GENERIC ISSUE 70 AND GENERIC ISSUE 94, GENERIC LETTER 90-06, SALEM NUCLEAR GENERATING STATION, UNITS 1 AND 2 (TAC NOS. M77374, M77375, M77447 AND M77448}

By letter dated December 21, 1990, Public Service Electric and Gas Company (PSE&G} responded to Generic Letter 90-06 (GL 90-06).

In that response, PSE&G either confirmed that the action was completed or committed to taking action as follows:

  • The power operated relief valves (PORVs) and block valves are included within the scope of an operational quality assurance program that is in compliance with 10 CFR 50, Appendix B,
  • A maintenance/refurbishment program for PORVs and block valves, based on manufacturer's recommendations, has been implemented by trained plant maintenance personnel,
  • Replacement parts and spares for the PORVs, block valves and associated control system components will be procured in accordance with the original construction codes and standards,
  • The PORVs, valves in the PORV control air systems, and block valves will be included in the Inservice Testing Program.

The block valves will also be included in the Motor Operated Valve test program in accorqance with Generic Letter 89-10.

The staff finds the above to be in agreement with the request in GL 90-06.

Mr. Steven February 8, 1994 Generic Letter 90-06 also requested the licensees to propose revised technical specifications for the PORVs and block valves.

In response to this request, PSE&G has proposed revised technical specifications as submitted by letter dated December 8, 1993.

That application is being reviewed by the staff and will be the subject of separate correspondence.
