Dear Mr. Congel:

Enclosed is a copy of the final exercise report for the October 28, 1992, full-participation plume pathway exercise of the offsite radiological emergency response plans, site-specific to the Artificial Island Nuclear Generating Station. The State of New Jersey and risk jurisdictions of Cumberland and Salem Counties and eight municipalities participated in the exercise.

The exercise report was prepared by the Federal Emergency Management Agency's (FEMA) Region II staff. A copy of the report will be forwarded to the State of New Jersey by the Region II staff.

No Deficiencies were identified during this exercise. Fourteen Areas Requiring Corrective Action (ARCA) and one Plan Issue were identified during the exercise. FEMA's Region II staff will monitor the status of corrective actions relative to these ARCAs and the Plan Issue.

Based on the results of the October 28, 1992, exercise, the offsite radiological emergency preparedness for the Artificial Island Nuclear Generating Station is adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.
