EMERGENCY PREPAREDNFSS (EP) MEETING
Dear Mr. Miltenberger:

This letter and the enclosure summarize the August 6, 1993 EP meeting held, at your staffs
request, between members of your staff and members of the NRC Region I staff in King of
Prussia, Pennsylvania. The purpose of the meeting was to discuss your emergency declaration
and reporting procedures incident to your response to Combined Inspection Rep<>rt No. 50-272,
311/93-13, 50-354/93-09. The specific item discussed during the meeting is identified in the
enclosure.
The meeting was beneficial to clarifying our understanding of your event reporting procedures
and associated training. Both of our staffs agree that events that meet the Emergency Action
Level criteria for event declaration, but which are terminated before they are identified and
declared, should still be classified and reported, but not declared to implement the Emergency
Plan. Your staff expressed the intention to draft new procedures that deal specifically with this
situation.
We support that initiative and strongly ~ncourage accurate and effective event
,reporting, both of which are necessary for proper response, review, and follow-up.
