RESIDUAL HEAT REMOVAL PUMP TESTING TO SATISFY BULLETIN 88-04, POTENTIAL SAFETY-RELATED PUMP LOSS, SALEM NUCLEAR GENERATING STATION, UNIT 1 (TAC NO. M87200)
By letter dated August 31, 1990, Public Service Electric and Gas Company (PSE&G) had committed to install hardware modification in the Residual Heat Removal {RHR) system to preclude the condition of the strong pump overcoming the discharge head of the weak pump, thus causing the weak pump to be operated in a no flow {deadheaded) condition.
By letter dated August 2, 1993, PSE&G informed the staff that system modifications would not be undertaken.
Instead, testing of the RHR pumps, would be used to determine the operability of the RHR pumps.
On October 8, 1993, the staff issued a request for additional information.
By letter dated December 6, 1993, PSE&G responded to the request for additional information.
Your proposal to utilize enhanced RHR pump testing, in parallel, at the same frequency as IST, to monitor for strong pump/weak pump interactions, as summarized in the December 6, 1993, letter, has been reviewed by the staff.
The staff concludes that the your proposal provides reasonable assurance that any strong pump/weak pump interaction in the RHR system at Salem, Unit 1,

Mr. Steven December 15, 1993 will be identified and corrective action taken in a timely manner.
There is also reasonable assurance that the operators have been provided adequate information and training to preclude deadheading an RHR pump if an accident should occur. Therefore, the staff agrees that RHR system modifications are not necessary at this time.
