SUBJECT: NRC Combined Inspection Nos. 50-272/93-22; -50-311/93-22; 50-354/93-24

Ail announced inspection of .the radiological controls program at the Salem and Hope Creek

Nuclear Generating Stations was conducted by Mes&rs. R. L. Nimitz and R. Ragland' during the

period October_ 4-8, 1993, and by Mr. R. L. Nimitz during the period November 2-4, 1993.

The findings of the inspection were discussed with Messrs. C. Vondra and R. Hovey and other

Areas reviewed during the inspection are important to health and safety and are fully discussed

in the endosed inspection rel>9rt. The inspection principally focused on the preparation,

planning, and implementation of radiological controls for the refuelirig outage at Salem Unit 1.

The inspectors also reviewed routine activities at Salem Unit 2 *and the Hope Creek Station.

The areas reviewed included action on previous inspection findings, organiz.ation and staffing,

training and qualification, radiation protection program oversight activities, the program for

maintaining radiation exposures as low as reasonably achievable (ALARA), radioactive material

and contamination control, routine radiological controls, the new personnel monitoring devices,

planning and preparation for upcoming 10 CFR 20 changes, and calibration of process and area .

radiation monitors. In addition, the inspector reviewed the circumstances and corrective actions

associated with an incident that occurred on October 26, 1993, and involved the apparent loss

of breathing air by an individual wearing *an air line respirator.

The inspection revealed that, overall, very good radiological controls were implemented for the

Salem Unit 1 outage. Also, radiologfoal controls for routine activities at Salem Unit 2 and Hope

Creek were generally very good. Housekeeping at Salem was considered generally very good.

How~ver, opportunities *for improvement in housekeeping at the Hope Creek Station were

identified.

One unresolved item was identified. The item involved performance of instrument chann~l

calibrations of area radiation monitors. Specifically, our inspector's review of your instrument

calibration program identified a question 'regarding your staff's interpretation of Technical

Specification calibration requiiements. We will review this matter during a future inspection.

One violation of radiation protection procedures, identified by your staff, was reviewed relative

to the .criteria for non-issuance of a Notice of Violation outlined in the NRC's Enforcement

Policy. Our review indicated the violation and corrective actions W<:en meet the criteria and thus

this violation is not cited.
