SUBJECT: NRC REGION I INSPECTION REPORT NO. 50-272/93-25 *
. This letter transmits the findings of the announced safety inspection, conducted by
Mr. P. Patnaik of this office, from October 25 through October 29, 1993, at the Salem.
Nuclear Generating Station, Unit 1, Hancocks Bridge, New Jersey.
The inspection was directed at areas important to public health and safety, and focused on
reviews of the inservice inspection program, the steam generator eddy current examination.
program, sample data from the erosion/corrosion monitoring of components, and the steam
generator primary- to-secondary leakage monitoring program. The results of this inspection
were discussed with the members of your staff at the exitmeeting on October 29, 1993.
The inspector found the steam generator leakage monitoring program, as implemented, with
procedures for detection of leakage and the operator's actions in the event of a primary-to-
seeondary leak, to be generally effective. Notwithstanding the limits on power reduction
and/or shutdown, the operations procedure, however, does not address appropriate actions
against any step increase in primary-to-secondary leakage below the shutdown margin, as
seen in some of the recent tube failures at other plants.

The inservice inspection and the eddy current examination activities were generally planned,
controlled, and documented properly. The erosion/corrosion ~ta indicated proper
implementation of your updated program. No violations were identified during this
inspection, hence, no response to this letter is required.
