This letter refers to your August 12, 1993 correspondence, in response to our June 23, 1993
letter.
Based on the November 12,_ 1993 telephone discussion between Mr. T~ DiGuiseppi of your staff
and Mr. E. McCabe of this office, we *understand that your August 12 response has been
clarified as follows.
Time dependent emergency conditions (e.g., emergency power losses, radiation releases).
existing* when identified will be classified for emergency declaration based on the time
the emergency deelaration criteria were initially met or exceeded, rather than upon the
time of identification.
Modification of the associated facility procedures and impiementation of related training
will be accomplis~ed by th_e end of the next requalification cycle.
